Xu Penghang, male, born in November 1940 in Huangmei County, Hubei Province. He graduated in 1960 with a college degree in agricultural machine manufacturing. In June 1971, he became a party member of the Communist Party of China. He has a college engineering degree and is a senior engineer. He was the Vice Secretary of the General Party Branch of Hubei Daye Iron and Steel Plant, Vice Plant Manager, and Secretary of the General Party Branch; a member of the standing committee of Daye County Committee of the Communist Party of China, the Vice County Magistrate of Daye County, the Vice Secretary of Huangshi City Committee of the Communist Party of China, the Mayor of Huangshi City; the Vice Governor of Hubei Province, the Director of the State Bureau of Technical Supervision, the Executive Vice Director of the State Economic and Trade Commission, Vice Secretary of the Party Leadership Group; the General Manager and Secretary of Party Leadership Group of China State Shipbuilding Corporation; the Executive Vice Director and Vice Secretary of Party Leadership Group of the State Commission of Science and Technology for National Defense Industry. He is the Vice Director of the expert panel of State Commission of Science and Technology for National Defense Industry, and the Executive Vice Director of China Shipbuilding Industry Association.
